Referring to the correspondence noted in the margin, I have the honour to enclose an extract from a letter from Mr Osbert Chadwick relative to the engagement of two Inspectors of Nuisances for service under the Sanitary Board of Hong Kong, from which it will be seen that he declines to accept the responsibility of recommending candidates in consequence of the salaries offered being so low.

In the circumstances, it does not appear to us desirable to endeavour in any other quarter to obtain the required men, and we shall be glad to receive the instructions of the Secretary of State as to whether we are to take any further action.
